Short Answer: You can't, there is a hardcoded limit of 26(?) resources in the game and all slots are taken.
Long Answer: A couple of the resources aren't actually used the vanilla campaign map so you can give them whatever pictures and in game text you want and use them as a "new" resource. I believe there are 4 resources that can be used thus.

In the file /data/text/strat.txt you find the in game names of the resources, change the part on the right to be whatever you want to be seen in the game.

Ummmm...the limit is 64, not 26.....if you're talking about 'HIDDEN' resources.
Other resources, like 'slaves, gold, silver, iron, etc.' can't be added. But the two are quite different.
At the top of export_descr_buildings.txt, you'll see there are only 2-3 'hidden_resources' listed there....rome, sparta, italy. These have to be there. But there can be up to 64 of them.
For the game to make use of, and recognize them, you then have to put those same 'hidden_resources' in whatever regions you want them in..in 'descr_regions.txt'.

I assumed the question was about actual resources since adding them to the campaign map was the desired result.
However dvk is correct, once you rename the resource to whatever you want it renamed to by following my instructions above, there are still 2 more steps to get the unused resource working on the campaign map. The first step is to add the resource to whichever regions you want to have the resources in descr_regions.txt. The second one is to add the location on the map you want the resource to appear, this will be at the top of descr_stat.txt.
The three resources in vanilla that don't display on the campaign map are furns, dogs and pigs if my notes from months ago are correct.
