Differences between the mod and the formations pack

Do you have to download the mod to get the best ai? I have downloaded and installed the formation, and wow! The ai is better.

Is the mod much better in terms of ai?

If you mean Campaign AI, the enemy will bring more stacks against you and will recruit more well rounded armies. The formations just give the computer a good setup to fight counter you. Overall the mod balances the game a lot more, limits your cash flow a bit, changes some buildings, and lowers the Roman attack values for a greater challenge.
