It seems whatever I play, the Roman AI heads to Pannonia, then further out to Poland. Usually makes peace with Carthage ASAP and forms a lasting Alliance with them. Any particular reason for it? Has anyone else noticed that?

That area (and the path to it) is full of rebel settlements, and the AI seem to prefer taking out the eleutheroi before attacking the other factions. I think that the position of the player faction helps as well.

Also, they don't have to cross the Mediterranean that way. Its a shame, though. The Mediterranean is where all the economically attractive settlements are.
I found that the romans did just that, invaded poland... it was werid seeing the Romans and Sweboz fighting for control of the baltic sea.

Does playing with the BI.exe change their behavior?
Not really, they just love those 'rebel' settlements and will try to capture every 'rebel' that borders them before attacking another faction. What you are playing with doesn't seem to change that behavior code.
So, this time I raced up to and sacked Pannonia (I'm Pyrrhus) after dealing with the other Greeks, then left it ungarrisoned so the Aedui took it over after it rebelled and now Rome, though still allied with Carthage, is heading into Hispania instead. Oh, and when Taras rebels from Rome, I get 4-5 crappy Hoplites, but the Aedui had a half-stack of pretty righteous troops.
I was thinking a better fix would be to make Rome and Carthage really hate each other. Just something about seeing Romans in Poland and Lithuania seems so outlandish...
We're actually working on some tricks to keep Rome out of Poland.
