    Default Revolts in Tolletum

Hi, i'm playing Dathmod v.8, and i have a campaign going as Carthage. My empire is quite large, but rich, and all my people are happy. Except for Tolletum (sp?). It is a tiny barbarian settlement in the middle of Spain. I recently captured it, enslaved the population, and then it rioted on me. So, i left the city, recaptured it, exterminated the populace, and destroyed all the buildings. After rebuilding a few things, of which a temple to Baal, it riots again. When i leave the city, i can no longer Exterminate, seeing as i would kill like 16 people, making the whole thing pointless.

I can't destroy any more buildings belonging to a barbarian culture, and i have a general with 10 squads garrisoned in a city of 400 people. How and why is it still revolting? Carthage isn't that far away, the culture penatly isn't huge, but i just can't seem to get any +% in law. Any ideas?

P.S: this isn't really a big problem, it's just getting annoying now.

Well, how big is your garrison? Try putting a full stack in there. Oh, and in some cases a governor makes a BIG BIG difference.

Yeah but what will full stack do difference when there are 400 people if he puts 400 men there it is same 10000 because garrison bonus can't go over 80%.

You should get a high influence governor there ( for every influence governor gives 5% to publi order) and check settlement details to see what causes public order to be that low.

I would love to put a full stack, but i also have 2 stacks rampaging around italy, and one in the western part of spain. Surely there is a more cost effective way of holding on to a tiny 400 men city than garrisoning a full stack? And i've just checked, my governor has 2 influence, and no negatif traits when it comes to law. I have 2 infl. governors with negatif traits govering places with 200x the population, but without the problems.

The only long term solution is waiting until getting 2000 citizens, then build your governor's villa in order to get rid of the cultural penalty.
In the short term, you can either garrison with a full stack of city watches and/or bring to the city a general with high influence and law/health bonuses. It's always useful to have a couple of those governors, train them in cities with academies!

Most likely you got some enemy spies in the town, move 2-3 of your own spies there.

Pump up the populace by enslaving the next conquered city so you can quickly upgrade the government building.
