Hotseat: settlements allways auto-manage

As in the title. Even if I choose "manage all settlements" option before I starst a multiplayer campaign, after few turns all settlements begin to auto-manage them selves. Can anybody help me?

I get so annoyed by that myself. I like to manage all my settlements, and having to turn auto manage off every turn is such a pain.

I hope someone comes up with a solution.
