No i think that's not possible but you can make units cheaper.

Yeah, there was 'process_rc' that was supposed to work, but it never did, and they just didn't bother putting it into the later ones. It wouldn't make the game fun, having countless full-stack armies blitzing from every city.
Yeah that's no fun and your cities would't produce money while having to mantain countless army.

well actually there is a way to make recruitment times shorter in a way, but it requires you editing the export_descr unit file and changing the respective reruitment time from say 1 to 0 turns, or 2 to 0, or 2 to 0, of the desired unit.
so what you can technically do is have a max recruitment bar of cataphract elephants instantly recruited the following turn. However this is also true for the ai too and is incredibly time consuming to do (that is if you decide to do it will all factions to make it fair and balanced)
In the same file it is also possible to reduce recruitment cost and maintance cost so technically you could spawn massive armies in a few turns and edit it so the recruitment cost is cheaper as too is the maintainance cost

Or you could just use Create_Unit <Unit> Number Experience Weapon Armour
For example:
Create_Unit "roman_princeps" 5 3 3 3
I'm not sure if thats the correct name, but it rings a bell.
Of course this ruins the game completely pretty much.
"Sir, our army in the field has just been defeated and the city is near defenceless with over 2000 men closing on it!"
"Never fear, I'm sure 3 full stacks of soldiers will come from somewhere."
"Thank the Lord."
As you can see, all the suspense and excitement would be gone a you just blitzed army after army from your capital, killing anyone and anything just coz you can. I know I abused the "process_cq" function a hell of a lot when I started out.
