Icon3 Can't build second Imperial Palace although city has 24.000 people.

    Hi,

I'm new to this forum (this is my first post) but I am a veteran RTW+BI+RTR player.

I recently installed RTRPE 1.8 and I enjoyed playing it. I started a new Roman campaign and I built an imperial palace in Roma. However, I am trying to trigger the Marian Reforms by building a second Imperial Palace in Capua. But after the population of Capua increased to 24000 I can't select an imperial palace to build. It doesn't appear in my construction list. I got the message that the city expanded though.

What I did was the following:
    - conquer cities and enslave the people to increase the population in my cities
    - recruited cheap Velites and disbanded them in Capua to increase the population more and more
    - when Capua went to 24.000 people the Imperial Palace did not appear in my queue. I got the message that Capua expanded.

Who knows how to solve this issue ? Is this a bug or do I need other buildings first before I can build Imperial Palace ?

    Thanks,
    Coenos

You need to have one of the market buildings, a great agora? I believe it is. Im not sure though. Look at the building browser and it tells you what you need.
