You can't, there is a limit of 21 factions in RTW and all 21 are used. You would have to replace one faction with a new faction.

...and nobody ever gets through the hardcode. At least that has not happened up to now concerning the faciton limit. So there is no hope I fear...

Good luck, but I really doubt you will succeed. It would be a lot easier to edit/replace an existing one.

thank y kratos but the problem is that i have edited all the 21 factions and faction need more to complete my Rome Medieval MOD i need one more faction to create a sweden

Wow, that looks really promising. Good luck again! From what I can see from the map you will give Sweden all of the Danish regions as well, right?
