Okay, I used a dirt texture for this.

This tecture represents scratched metal with some soil over it, maybe a piece of machinery that fell down or something, being under a starting rain. I used a mask with a special brush to remove some dirt and make it look a little wet. No water effects though.

Pers: Fantastic, I especially like the very detailed design and description; understanding what you are making is half the battle of representing what you are making, it is only then can you get it to look right.
