Default Is my RAM running slower than advertised?

I bought some Corsair 2GB Ram (5-5-5-12) in January, and since it's running, I forgot about it. I noticed on a system check it was running at 5-5-5-18, and wondered how to fix this (I think it needs a higher voltage to run at 12) so, how do I up the voltage and how do I change the timings in the BIOS? I have a gigabyte GA-965P-S3 mobo. Thanks.

On my GA-965G-DS3 board the memory timings are "hidden" in BIOS, I suspect it's the same for you since you have a very similar board.

I'm not 100% sure how I made them visible, but it was either by pressing crtl+F1 or shift+F1 or alt+F1 in the BIOS main screen.

But I wouldn't let the longer tRAS delay bother you too much.
It has very little impact on performance.

I agree with Erik. OMG, did I really just say that?!! But seriously, the active to precharge delay, or tRAS, has very little noticable impact on performance, unless it's set too low and even then you would be hard pressed to notice the negative impact. Your mainboard might have (probably) selected that setting as a more applicable configuration for your RAM in your particular system setup too.

CTRL+F1 for pretty much every giga board out there...
