Are the Makurian peoples essentially white with dark skin? As are many of the people of Ethiopia.

I think he means dark-skinned Caucasian people (like this) as compared to the traditional african.
Ethiopia was more semitic influenced than much more of Africa, but I think they would simply be of mixed ethnicity, similar to the Turks of Central Asia, or the Moors closer to West Africa in Africa.
