It is not the job of a government to abuse people. When he survives he should be tried and convicted according to the law. It would be a demonstration of the superiority of democracy when a democratic society not abandons its principles for the sake of petty, primitive revenge.

Personally I'd like him to survive, and if he's guilty convicted. His burns will scare him for life and I think that could be the worst punishment he could get. Unfortunately he is very likely to die, I seriously doubt he'll be fighting to stay alive. I do like the irony though of being treated in his own hospital.
