patch 1.3 setup crashes on Vista

ok i installed RTW, then i installed BI then patch 1.1, 1.2 but patch 1.3 just crashes! when I click on details I get this

I know its probably cause of stupid Vista (ultimate edition) but could anyone help me out?
the only reason I installed RTW again cause of the Alexander expansion and I can't install it till I patch to 1.5

I thought you only need patches/upadates 1.3 and 1.5, so try a fresh install without 1.1 or 1.2 and go straight from 1.3 to 1.5...

1) what OS are you using
2) where did you install the original game?
3) if you are using Vista / 7 what did you do with UAC?
