Is it possible to add Cognomens to Romans? Not like the Brave or Victor but like Germanicus or Magnus or Caesar?

Yes, but SPQR is finished you'd have to do it yourself.

I know, but how to actually go about editing the text to allow that I don't know. Are there programs I can run to allow cognomen additions/modifications?

the problem is that the naming system in RTW is very simplistic and actually doesn't model the historical roman naming conventions. the game uses a very basic given-name/surname formula, with the surname simply being "replaced" whenever an epithet or so-called "cognomen" is earned.
