Never heard of the PSU maker, and you be better off getting a core2duo system.
As for good value...we need the price first.

It's a good computer, and the price is around the mark, so it is value for money, considering where you live.
The new Core2Duo's are different to the old P4's, they run cooler than AMD chips, and are actually cheaper than than the AMD cpus, while outperforming them.
But hey...I got a dual core Opteron and overclocked it 3.0ghz (same clock speed as the 6000+) and I am more than content with it, it kills any game out today (combined with a 8800GTS) and will suit me a while yet.
Just prey that AMD doesn't decide to jump to a new socket type again, because that will leave you out of the loop when it comes time to upgrade.

In the US, Intel are very competitive vs. AMD and with the new price cuts not so long ago, you could get a quadcore for a little less than $300. I have never heard of core2duo desktop chips overheating, and they're very good overclockers. I'd get a core2duo but I don't know about the prices where you live.
