I noticed it was a rebel settlement, I had been thinking, and may I say hoping, it would be it's own faction, though I can see how that would be difficult to do in the face of adding so many others.

Just wondering how built up it shall be, militarily and technoligically (example, large military force, small military force, hoplites force, Thracio-Barbarian force, far into the tech tree, not even a road, etc)

Most of the independent states have large military forces to compensate for their lack of proactive campaigning (seeing as how they're not factions). At this point in history Byzantium wasn't anything special- the city Constantine made his capital was refounded, since only a fishing village existed where the city had been somewhat razed in a revolt. Many cities are worthy of being factions, ten years before the start of the mod Megara was as powerful as Athens- but we're limited by the number of possible factions to only include those most significant in their geographical regions.

Believe in Hegemonia... Or the Megarian will get you.
