HAARP is a project that has the purpose of "understand, simulate and control ionospheric processes that might alter the performance of communication and surveillance systems". There are numerous conspiracy theories associated with this, and not from the usual type of person.

The Russian parliament (duma) attacked the project claming it to be a weapon. Some complaints have been registered in scientific journals by physicists as well claiming it could be used to disrupt communications across the globe.
What russia said:

"the U.S. is creating new integral geophysical weapons that may influence the near-Earth medium with high-frequency radio waves ... The significance of this qualitative leap could be compared to the transition from cold steel to firearms, or from conventional weapons to nuclear weapons. This new type of weapon differs from previous types in that the near-Earth medium becomes at once an object of direct influence and its component."

Other more wild theories have suggested it to be from Tesla's death ray to a free energy project.

The project is open and has logs freely available but that hasn't stopped these claims.

I thought this was interesting being that Russia was so up in arms about this. However I doubt claims that its a weapon though I dont deny the possibility that its use in that could be researched there.

as i understood it, i always thought it was messed up enough in it's regular usage. From what i gather, it works by blasting holes in the ionosphere and they gather data as it repairs itself.

Ah yes, HAARP. The doomsday machine . They say that it has ability to change the weather... create storms and such. I really dont think we should be tampering with our atmosphere though.. what would happen if something went wrong?

the government admits it has been involved and using weather modification since the vietnam war.
