Interesting.
I actually think there is quite a large market for this:
People who own an old (office) PC that lacks a AGP/PCIe slot, and who want to convert it into a movie (DVD, DivX, etc) player.
The 8500 series is great for that, and AFAIK you don't need a fast interface to play movies.
What I'm wondering is:
How did they convert the PCIe inferface on the card to a PCI interface?
Did they develop a special chip for that, like nVidia did for PCEe/AGP in the past?
Also: PCI and AGP are very similar (AGP is basically just an over-clocked PCI interface), so does this mean they might also make an AGP version?
