It might be a good idea to post some info on your idea.
For which game, RTW or MTW2??
Usually when trying to recruit people you should provide a bit more detailed information about your idea - (whether historical or fantasy, if historical what era it relates to, extent of work required, aims - eg. harder battles, different campaign map experience, nicer looking units etc) also listing your experience in modding and what you have already achieved towards the mod tends to encourage more positive responses....
There are lots of modders still around for the RTW game but the experienced ones tend to want to make sure mod is viable before agreeing to work on it. Less experienced modders may be more willing but that might mean you need knowledge to train them yourself.

I missed the point about new unit of mercs (?) half way through this thread, sorry.
Assuming you did mean mercs you can make an existing unit available as a mercenary by altering its entry in export_descr_unit.txt to include the
, mercenary_unit
part in its attribute line, they also have to have slave ownership in that file and
merc skins in the descr_model_battle.txt file
you'd also need to put it in relevant pool in descr_mercenaries.txt file which is in the campaign folder. You can make a copy of an existing unit but give it slightly different battle statistics as well.
All the above can be done just by text editing for which you only need Notepad or a similar very basic program. Look for tutorials about adding new units for info.
If you want to change appearance of unit you start to need some more skills and software. To change the colour but not shape of the unit in battle you need to change its texture - which is normally referred to as skinning - that can be done with Photoshop, late versions of PaintShopPro and with GIMP which is the only free program out of those. You also need a plug in from nvidia to open the files which are in .dds format. Search for tutorials on skinning for that.
If you want to change the shape of a unit you need 3DS Max which is a very expensive and rather complicated program! The files for that are called .cas files and only 3DS Max can export them in the correct format.
