Default +10% movement bonus: a fraud?

I got a general with this wonderful trait: obsessional trainer.
It gives you "+10% movement bonus: gives your army the ability of forced march". There are ancillaries that promise the same bonus.
It sounds great, except that it doesn't work. You can try it: your armies will always move at the speed of the slowest unit (infantry or artillery). If you have infantry in your stack it will be able to walk the same distance, regardless of whether the general has this trait.
It seems to work only if you move the general ALONE; if you compare, a general with such a trait can move far away in campaign map that one who hasn't. It is useful, but I would prefer the bonus applied to the entire legion.

It is not truly a problem in SQPR, it happened in Vanilla too, but maybe here someone has a solution.
Have you noticed it? What do you think?

I am sure some of my legions move faster than others, and they all have the same units in them.

Maybe some of your generals have this bonus. It is present in several traits and ancillaries. Have you noticed it?
In my games it never had any effect for the armis, it worked only for the generals alone.
