Your best option is, ironically to close the Curia down for a couple of months and move into the Q&S rather than open up the Curia. Removing a privilege, even if it was granted for a specific reason, causes more angst than anything I can think of here. Far better to remove the 50 or so Citizens who regularly visit and vote then the... thousands who would be granted temporary access. Just an observation. I am neither condoning or rejecting the idea...
