Turns out for Non English versions of MTW2, you need one of the following.
Potential Fix #1
If you're having CTDs when clicking on faction units on the campaign map, the issue may be that Non-English Versions of MTW2 don't have all the accent types.
Open \The_Long_Road\data\descr_sounds_accents.txt
Modify the particular faction to have another accent type. For example, chance scotland to have an english accent.
Delete everything in \The_Long_Road\data\sounds\* in order to rebuild the sound database.
Restart the Game.
Potential Fix #2
"When you have wrong character sounds or when you have other sound problems, delete events.dat and events.idx from the \The_Long_Road\data\sounds folder. Copy events.dat and events.idx from your main \Medieval II Total War\data\sounds folder and paste them into the \The_Long_Road\data\sounds folder."
