The far western province in africa cant be reached by boat. You can make ships from the port, but they cant leave the area.
Would be nice to land an army at the shore, cause it takes 20+ turns to march there from north africa.

It's not a bug. It is only accessible by boat after you can build carrack-type ships after the "World is Round" event.
