I see two possible answers for the question. One is if you want more men in the unit, thereby making the unit size bigger. The other is making it cost more to recruit the unit. I will answer both of these though.
Remember to make a backup of the file we will be editing.
1) Making Unit Size Bigger
We will be making Hastati have more men in each unit for this.
Find your way to the Rome Total War folder. On a normal install, it should be in either of these two locations:
Regular Version
- C:/Program Files/Activision/Rome - Total War
Gold Edition or Eras
- C:/Program Files/The Creative Assembly/Rome - Total War
Now go into the Data, and open the file export_descr_unit.txt in notepad. Now press Ctrl+F, and search for hastati. You should be taken to a section that looks like this:

Right now, I am only telling you how to make more men in a unit. Go to this line:

The roman_hastati relates it to an entry in DMB, do not worry about that now though. 40 is the part we will be changing. 40 is the number of men for normal size settings. Increase it to 60, and it will be the size of Barbarian units like warbands and Phalanx units like Phalanx Pikemen.
2) Making it Cost MoreWe will be making Hastati cost more to recruit

This is a breakdown on what each one means:
- 1 - Number of turns it takes to train the unit on Campaign Map
- 440 - Cost of unit to train on Campaign Map
- 170 - Cost for each turn after you train the unit. Upkeep
- 50 - Cost for upgrading the weapons
- 70 - Cost for upgrading Armour
- 440 - Cost for custom battles
