I think part of the reason that Carthage in particular id having so much trouble being a force is because of the AOR. What they can recruit 'everywhere' is pretty crappy.....I've faced a couple armies in Naroensis and Saguntum that were composed of almost all Carthaginian Infantry and gobs of crappy slingers. They do bring better armies up eventually, because I got creamed by an army full of there phalanx units....but by and large, I think I'm going to 'relax' the AOR a bit to allow a better composition of lower-end troops for all factions.

Also, off this topic, I am running an 'experimental' setup now in my campaign with much higher unit maintenance costs, and some costs raised. I did it 'mid-campaign', and boy did that hurt!! I had to dispand all my old troops (using VE Legions now), and severely cut back on my spending to get out of an immediate economic hole. But oddly enough, so did everyone else in my estimation. I think it hurt Macedon so much they decided to attack me to try and support their 10-15 full stacks of armies. They must be hurting for money.
I ran an AI test with these new settings, and oddly enough, evem on VH\VH settings and HUGE, things just progressed as normal. I just think it will limit what you can do, and how many armies you can support. Not sure yet, but I'll continue to test.
BTW, I'm doing this on a current Patch10 setup, so once I get the fixes I want, I'll upload for testing.
