Looks good, but powersupply and motherboard is wayyy too expensive,

If you want to spend more money and make your computer more future proof, go for a quad core processor, a Q6600 is pretty cheap now.

I have the eVGA 680i motherboard and it's great (nice overclocker).
I run Vista Ultimate 64 bit and although I haven't had many problems with it, I would highly recommend not going the Vista route yet. If you absolutely think you want to then going 32-bit vista home premium is probably the best. 64 bit support is not as good as 32 and even 32 isn't great, yet. Many older games don't run on Vista either, which may or may not be a problem for you.

Aaah, desktops. I wish I didn't need a stupid laptop for school because every single time I open t3h intrawebz I get depressed that I'll never be able to play Crysis in all its DX10 glory because I can't upgrade this thing. It's a good laptop, its just that it's a laptop...
I've had good times with ATi cards, but nVidia has them thoroughly thrashed with that monster of a card, the 8800... I'd get the 8800 Ultra since you got your comp down below a thousand and now have money to throw at this beast. Beware- it's HUGE and power hungry, but it'll destroy anything you pit it against...

Two raptors would be fast in raid and that's 300GB's of space. Do have photos, movies ect. that you store on your computer? Anything that's going to take up lots of space? 150GB should be decent, even at 5GB a game you would be able to get 15-20 on there pretty easy and still have some room left.
You seem to have the money so go with the 2 raptors. I'm looking at the 500gb just for storage of photos, music, all that crap, and I have a 80gb I use as a portable USB HDD.

I know very little about physics cards. I only know one person who had one and he never thought it was a game changer. Perhaps somebody else knows more, I realize your current rig isn't running up to snuff right now but see what you can find in terms of reviews and with google.
Its always something you could add later. Same with a sound card.
If your trying to talk the Mom into this better to maybe add some things later down the road, save her some bucks. Speakers and all that, like you said, you can grab later, and they are fairly cheap for a nice setup.
As it is you will have a killer machine and for the major components you are looking at you should be able to get away with spending under a grand easy.
Right now it is so cheap to build a bleeding edge machine for under $1,000.

If your not game or not experienced enough to throw everything together once you get all your components, Id recommend finding a small knowledgeable PC shop that can build the PC for you. It shouldn't cost more than $30-50, no matter how much they charge per hour.
Ive built 4 PC's in my time and even then this last time I had a small shop build this one, mainly because they guaranteed the build, I bought the motherboard and cpu from them directly and I was going out of town for a month, I wanted it ready when I came back.
If anything had went wrong during the build they would have replaced the component and they of course guaranteed the parts I bought from them for 90 days.
For any future build I will look there way, they only charged on average $5-10 more than a internet vendor was charging for any said component, they built it in one day at $30 and guaranteed the motherboard and cpu I bought from them for 90 days. Its much easier to drive 10 minutes to there store and have them throw in a new component than sending it back to the vendor or manufacturer.

it seems to be getting pricey. im adding in the rebates at the moment and it seems what im going to have to do is try as fast as hell to order it asap and do the rebate the same day i order it.

The OCZ ram at zipzoomfly for $75 looks like a pretty good deal, get it before it expires!
If you want to save some more money, get rid of the sound card, the difference is pretty small. Then again I'm not much of a sound person. Also get rid of the Raptors, they are good, but pretty overpriced.
Now you should have more then enough for Vista, Home Premium would be the best choice.
