Every game I have played Carthage is gone within 10-15 turns, but to be honest the only playable factions that survive are rome, Athens and Sparta in my games.

Passive a.i in my game, is my main problem no need to keep armies in defence.

Yes you can , on unit portrait in a province that has the barracks right click on the unit portrait and select upgrade, oh and you need funds.
