    Tools dont work for Rome 2 as CA never released battle map editor for Rome 2. This means even if you expand the map, you will crash when trying to play the battle there.

    There are no hard caps, what you probably saw was that we lowered how many % bonuses there are and lowered some. In theory melee attack might have a hard cap (since you cant hit for more than 100%)...

    There is no mechanic to protect larger nations from smaller ones. We cant edit AI like that. If AI does not capture final settlement, it does not do that because of DeI, its just bad Rome 2 AI.

    They retain their stats as in Rome 2, you dont have dual weapon system like in Rome 1.
