It's because you have javelinmen in your army - either leves or velites. Patch 15 uses a new animation for javelinmen. It has to be changed in land_units_tables.

Those with spaces in filenames actually do work. At least Gustave's Carthaginian shields mod.
There actually is a mod order. It's either alphabetical or in accordance with the sequence mods were selected in the launcher window. However all this is very hard to control.
The Manager does load mods in 'some' order and it is possible to change it, but I personally have no idea how I did this. Mods are either loaded alphabetically, based on file names, or in a sequence...

OK, I fixed it. I thought I renamed that file, but I didn't. In effect it was only possible to recruit only Libyan Infantry in the whole campaign. Works fine now.
