    File header in your files is slightly different than in those files game uses. That's probably the reason why you can't hear them in game - it doesn't recognize them as audio files.

    I usually use spies with armies. They protect them from enemy agents and can boost movement if you choose certain traits. They can also strike first, before battle, by poisoning enemy supplies f.ex....
