Can you please elaborate this? When do the crashes happen: before a battle, when taking a settlement? Also, is your RTW install a vanilla (i.e. unmodded) one?
Sorry, as my rushed reply appears to have added more confusion to this issue. The culture penalty is determined by the faction assigned as "aligned" to the settlement in the file descr_regions.txt....
