    If you don't know the target's name\label then you can't script a mission. Comparable to the kill_character command.

    Which means you can only target 'once off' scripted spawns as those leaders...

    That's my impression. If you want to restrict it to those factions then you will need to do use a FactionType condition or use IF loops with 'custom faction counters'.
