    You can also increase the population requirement to uppgrade settlements, so that it takes longer for them grow larger and increase the Kings purse money for AI factions.

    Besides removing many units like the early Roman units, we would have to remove a lot of the current scripts and events, since a huge number of events are for the early game and maybe replacing them...

    That may be a bug related with remaining FM outside that settlement, check if there are Generals from that faction outside of that settlement, kill all of them and conquer the settlement again.
