As long as someone is a member of either group they can be called a Patrician.
The two usergroups are called "Patrician" and "Non-Citizen Patrician". There isn't one for non-citizen large award holders specifically, though the NCP one currently fills that role.

If the incumbent wins an election they stay in office and there is no successor anyway at that point.

No, there is not, as due to the very limited usage of the non-citizen group Hex got rid of it as an unnecessary use of site resources and will not be recreating it.
The username colour and badge are linked on a technical level as part of the same usergroup-they cannot be split and Hex would not create a new usergroup to separate them.
