Are you sure that you can't just click on "continue siege"? I also see this notification popping up at the end of a turn when besieging a town, but normaly I can just continue the siege.
No reason for not building barracks where you want. I personally only recruit legions in Rome and build Auxilaries in other regions, but thats just a personal thing.

Liberate nations is your friend to pacifiy some borders - and historical very accurate.
I also enjoyed my historical correct campaign with Rome. You can't make peace with Carthage once the war...

I usually don't use the attack mode / right clicking with phalanx units at all. I just send all my phalanx as 1 line in front of the enemy with holded right mouse button. Of course they don't do much...

If you never had a civil war, why do you need a "no civil war" mod? I also had no civil war (though Im always trying to start one) in DeI or Rome II since a major update some years ago...

Like popovic said, its the diffulty. Recommend difficulty is normal, on hard it was quite a struggle for me with rome. But neither on normal or hard declared the spain factions (or any other faction)...
First of all: Use punctuation marks and paragraphs when writing a longer text. Hitting spacebar after a punctuation mark also helps ;)
