No thracian units yet only dacian, in fact in one province in thrace in 2.0 there is NO allied units.
The two systems give you two different sets of allied units, oligarchies are cavalry based, democracies; infantry, which considering the social classes of infantry and oligarchy is rather fitting.

Why did you use ROme 1 engine? It only runs on one core and thus very poorly on new systems.
