probably they don't since they don't give an automatic bonus, but an upgrade to the weapons/armor.
the bonus itself is from the upgrade level, and not the actual building. the building just unlocks...

I believe it primarily has to do with economy and buildings effects. It does have some aspects of KAM's alt economy. Though I'm not sure if it does...
Were they in formation? Sometimes the streats and building walls will glitch the phalanx formation and disable it.
Also the DEI realism submod might be conflicting with something else.
Not all bonuses are additive. The provincial bonus I believe is to the total wealth. The -1% could just be fractions. Since the game doesn't show decimals in those calculations, it appears as a +1 or...
A thought that came to mind when you said you rushed the enemy, did you not use the phalanx formation for your hoplites? Formations make a huge difference in dei especially if you're holding a line....

there should be enough pop of ALL classes for all corresponding units on the army. It's annoying, but it's a limitation of the game itself.
Moreover, sometimes you may miss it, but harsh seasons...

gonna try it again. last time I checked a few months ago, I couldn't get the bonus to pop until I recruited the leader.
I think they work best as a close second line, or better yet a flank cover. they can destroy cavalry with arrows and still able to fend for themselves (spears).
a fun army build is just to spam...
