Are you sure to be on eb2 R3.5? Also if the ctd occurs when an army surrenders, have you the time to see the advisor? Maybe deleting the advice file in ebii/preferences could help, but i don't see...

You can find all the previous versions of the mod here on moddb. Some tracks from 0ad were replaced iirc, i guess it was one of them.
Just remove console_command, add_settlement_turmoil is a normal command. The settlement name is also lacking, it should be:
add_settlement_turmoil Acre 5
When a turn ends and a settlement is selected, then SettlementSelected fires at (/around) the beginning of the next turn.
I use it in eb2 without problems.
I found two other parameters "war" and "neutral" (+ target faction), without being able to obtain any effect though. I don't know if they are just false positives or if they work in particular...
