    Holding onto new conquests with Allied Gov is super easy most of the time. Giving it the ability to convert to your own culture makes them overpowered.

    It's a vanilla thing, it happens sometimes. There is a script that kills pirate fleets from time to time, so that mini-fleet will be gone, eventually.

    You will find that Hellas is a special hellhole in 2.3 - a faction that is destroyed may come back and dominate the region, destroying everyone else... only so that one of the now destroyed factions...

    It's also beneficial to switch raiding FMs into ambush mode. Especially useful if they are on their own, as they are prime targets for any enemy army stalking around.

    Every 2 turns. Basically, if you see the tile the FM is standing on devastated, you can move on to another tile.
