    it's a vanilla tooltip problem.
    when the units are too many the tooltip wil disppear.
    you can check what you can recruit by right-clicking on the building icon.

    no, haven't tried and no it's not a problem of testudo/pigs, the overwriting is exactly the same.

    try to do this: open a new campaign, end turn, save, load, end turn and see if the icons are 2.

    here, this should be pretty definitive (for next release, at least).
    in grey brackets there are descriptions about 12tpy (turn means every turn, season means every 3 turns, year means every 12)...

    it can be removed (I would have to check) but I never cared much about it.
