But I had never any luck changing files with standard notepad in EB even if it was as simple a change as adding a recruitment line.
I have modded the EDB repeatedly with notepad++ and given the chages were done correct it always worked, so I can't guess what's the problem in your case, sorry.
The first thing that comes to mind reading this is the question what programm do you use to edit the files? If it's standard notepad there may be the issue as with notepad++ I never had this issue.
