It does speed up the game, but only around 1.5 times at max. I think I read somewhere, it was to prevent lag, but I can't say for sure. :(
I think it has to do with culture. For an example, playing as Rome, I could vassalise the Illyrians, but I could not make Carthage a vassal after taking their last city.
Hungary one of the easternmost European factions in M2TW has a combined western and eastern roster. Hungary starts with the city Budapest and the castle Bran.

My game just crashed when assaulting a town, however, that has also happened to me in custom battles so I can't say for sure if it's that.
