Just when I was about to give up after looking at way too many statues of Bolivar I find the one. No idea why it was so painfully hard to find this one but it's Sucre, Bolivia.

Probably Cathay, Kislev would be my second choice. I have zero interest in Chaos, Ogres might be fun though.

The statue makes me think of Bolivar but the church tower feels more British colonial than Spanish colonial to me.
