    They realize "stick and carrot" method, that actually work well inthe way you want some goodies you pay for them like karma ;). Anyway none of the mods will do the job i think, none that i saw.

    All i can understand is you're trying to force me to make your personal mod that will realize your point of view (or make battles easier because you can't handle them). That doesn't work this way....

    EP does nothing about it, FotE does partially (unit generation priority is tought), but from what i know the more mods try to interfere the more archers come to armies. Or dog handlers.

    Garrisons are balanced in FotE and they work well, no need to remove forced march as it doesn't imply any negative or positive effects while ambushes are not that super effective they were in Rome...

    There is at least one edict per faction which can be used constantly, just stop thinking the vanilla game's way and notice you play balanced, complete and revised real RTS game.

    There is no not-up-to-date versions, if you subscribe to Steam workshop you always get latest version. As Dresden suggests - deactivate all mods but FotE and then try.

    They are recruitable but in fact their requirements are too high for type of unit (Greathall Lvl IV-V).

    You can get them from archers' Lvl III-IV and high level great hall as unit above.
