    It will be very close to the release version. There will probably be some changes but I am hoping no major last minute changes so we can avoid any post release major problems.

    They are all setup to recruit standard Roman legions so that is odd. Its possible they are recruiting in areas without a barracks.

    I try to island/land hop as Rome to avoid Carthage's naval superiority when I can. Get 2 armies down to Carthage, take it and then you can secure Africa.

    Depending on the faction, yes it can be difficult at first. However, usually PO isn't a problem after the early game in my experience as long as you have a few buildings and maybe a governor to help....

    The new beta had a startpos added recently due to a mercenary unit addition. So, it will overwrite startpos mods now.

    Its possible you haven't reached the battle counter but I am pretty sure its only 10 battles against other factions of that type. The confederation may have negated that part. I haven't tested those...
