    I thought in EW6 it was determined by the higher roll? That was how it was brought into this game in the first place wasn't it?

    Let's say two players attack one region and the first player succeeds before the other. Does the second players' move be made completely useless, even if he rolled the higher number? Seems unfair.

    Those are 2 separate issues.

    If 2 players attack the same region, the higher roll will win.

    However, if two players are attacking each other head-on (for example, the current tug-of-war with you and Getae) then for that the player who goes first, will roll first.
    Lets take, for example, the current turn (turn 98).
    With the new system (EWVI system), if getae rolled first, then they would conquer 2 regions (since they rolled [4], [6], and [3]). Then, when you rolled, you would conquer the 2 regions back, since you rolled a [4+1=5], [5+1=6], and [1].
    The end result would make the map look like this (in the Thracian area):

    Edit: The "higher roll" in EWVI only comes into play if two players try to attack the same rebel region. At least, that is how I understood it.

    Edit 2: Or, we can keep the "region contesting" system as it is, but we can still shuffle the factions every 5 turns.
    This will balance out the building of fleets, forts, and cities.

    Example:

    Carthage's move for the turn: Build a fortification at Carthage. If not possible, build a fleet.


    If Rome goes first:

    Rome (Player X)
    The region you are attacking is fortified, and you have a -2 penalty for attacking it.
