    ADMINISTRATIVE DIVISIONS FINALIZED!

    Gnaeus Fulvius Seneca, the famed and overwhelmingly acclaimed Roman historian, writer, philosopher and statesman, has managed to create a finalized map of the administrative divisions of the Roman Empire. Although the mapping expedition was supposed to be done under personal orders of His Imperial Majesty the Caesar Augustus, He was unable to do anything due to aging and illnesses that come with it. The expedition was carried out under the personal supervision of the future Emperor, Tiberius Julius.

    Previously, the provinces of the Empire had no fixed boundary and were modified constantly due to wars and rebellions. This created problems in the regions due to constantly changing administration, and making the task of Imperial Governors more difficult. Besides, the bureaucratic system was not able to work properly.

    Tiberius had called on many of the finest cartographers in Empire. The expedition was led by Seneca, even though he is not a cartographer he is a very skilled statesman and bureaucrat with a good knowledge of the land. The expedition was funded from the Imperial Treasury, and took five years to set up the fixed boundaries.

    Along with the map, Seneca has compiled the list of all provinces in alphabetical order, which are forty-two in total.

    The northern and eastern coast of the PONTVS EVXINVS (Black Sea) is not officially a part of the Roman Empire in the provincial system as of yet. But the client states of Rome, the REGNVM BOSPORI (Kingdom of Bosporus) to the north, and COLCHIS to the east, form the area of Rome's control and influence there.

    The provinces of Armenia, Assyria and Mesopotamia are to be added later. They might be added most probably once the Empire manages to recover them.

    The Golden Reforms

    His lordship, the Overlord of Denezhdh, Bhlonh VIII Goldenlock declares:

    Denezhdh will be reformed into a redistributive economy.
    Serfdom is forbidden, but slavery is reintroduced.
    Slaves will live in better conditions than before.
    Naval and land armies will get seperate offices.

    By the power of the position befallen to them, the Council of Reinvigoration hereby announces their plan of new structural reforms in terms of Denezhan government. Denezhdh will be split into five provinces loyal to the Overlord, whose seat will remain in Moonshard. The five provinces are split into holdings, with each holding having its own ruling lord who is loyal to both the Overlord and the Provincial lord. The position of mayor is now institutionalized. After the nearing Onhdhmoyohdhinh, the next Onhdhmoyohdhinh will be held in the first months of 1525 AD and all following Onhdhmoyohdhinhs will be held every five years after that. All provinces, except the Golden Province will retain their redistributive economy, whereas the Golden Province will have a free market. The Blood Province will be transformed into a more militaristic province, whereas the Golden Province will be transformed into a maritime province.


    With these structural reforms, some social reforms are included as well.
    Women get more rights than before. Now they have the right to open shops in the village where she is living at that time. She has the right to inherit lands and goods from her father, but her children will not inherit it. Even if she would be the only one in line, the possessions will befall to the Provincial lord who can distribute the lands to whom he pleases, on the condition that person is not a member of any ruling clan, this is related to Local lords (mayors), Holding lords, Provincial lords and the Overlord.
    A woman is allowed to attend classes at the university from now on, with the exception of the Royal University, which is restricted to males only. Women are allowed to serve as part of the healers in the army and navy, but are restricted from serving as sailor or soldier.
    A woman is from this moment forth allowed to buy, keep and sell property when widowed.
    Prostitution is now condoned, but is under strict supervision of governmental institutions. Prostitution will only be condoned when the prostitute in question lives under proper circumstances.

    In the fourth hour of meeting, the second day of the Onhdhmoyohdhinh, summoned by his lordship Helth Bladescorn, son of Malghd Bladescorn, lord of the Holding of Ehg'pdhush, the lord provincial, speaking her ladyship Aleth Herder, current lady of the Holding Shyr.
    "(...) taking into consideration that the nation is now, more than ever, in need of strong leadership, the Clan Herder proposes, on behalf of the people of Shyr, that Bhlonh the Ninth, son of the blessed Bhlonh the Eighth, be removed from the Shard and replaced by a lord or lady more fit to rule."
    The statements of her ladyship Herder cause great stirrings within the Onhdhmoyohdhinh Chamber.
    Ho'vhdh Helth Bladescorn adjourns the meeting for an hour.

    In the seventh hour of meeting, the fifth day of the Onhdhmoyohdhinh, summoned by his lordship Helth Bladescorn, son of Malghd Bladescorn, lord of the Holding of Ehg'pdhush, the lord provincial, speaking ser Malhoh, representative of the High-Priest of Arrowhead.
    "My lords and ladies, I have listened attentively over the past days and will hereby join in her ladyship Herder's statements. (...) However, I do regret that her ladyship has neglected to name a successor of the blessed Bhlonh the Eighth. The Reverend Father, High-Priest Zv'Dhogho Hargho'Zhodh, (...) knowing his life is nearing an end and (...) to have knowledge of whom to succeed the late Overlord. This in consideration with the nearing end of his time as High-Priest of Denezhdh and the wish to leave the lands in the hands of capable rulers and without chaos. Therefor I suggest that we hold a voting concerning the statements of her ladyship Herder, regarding the possible removal of the current Overlord from the Shard and appointment of a new Overlord."

    "Would that be an immediate voting?"
    -Answer from ser Malhoh-
    "Preferably, yes."
    A voting is held, the outcome in favor of the suggestion made by her ladyship Herder.
    Ho'vhdh Helth Bladescorn adjourns the meeting, it will be continued the next day. Subject of the meeting will be the appointment of a new family to the Shard.

    In the thirty-second hour of the meeting, the fifteenth day of the Onhdhmoyohdhinh, summoned by his lordship Helth Bladescorn, son of Malghd Bladescorn, lord of the Holding of Ehg'pdhush, the lord provincial, speaking his lordship Helhm Fleetford, son of Malhm Fleetford of lesser House Fleetford, lord of the Holding Bhen'gh.
    "Lords and ladies, we are all weary of the past hours, not to speak about the past days. We are nearing a conclusion of the Onhdhmoyohdhinh and with that a consensus. We have come to agree on the fact that his lordship Bhlonh the Ninth has to be removed from the Shard. Furthermore, we have come to agree, with the exception of the Houses in question, that the Houses Hewnstone, Hammerhand and Herder will be excluded from taking that place. We have also come to agree on the fact that the House Goldenlock will take the place of Holding lord of the Holding from which used to belong to the new Overlord. However, we are still divided about who that new Overlord should be.

    Now, let me break through this circle of debate with the following proposal. I hereby propose not to remove the House Goldenlock from the Shard completely."
    The chambers erupt in loud discussions between lords and ladies.
    Ho'vhdh Helth Bladescorn adjourns the meeting for fifteen minutes.

    "I will continue with the explanation of my statement now that order has been restored. The Five have deemed the House Goldenlock unworthy of ruling, this much is true, however, we live in a situation that can't permit us to remove the House Goldenlock completely. The Shard needs new blood on its throne, Denezhdh needs new blood to rule the land.

    Let me now point at lady Glozhah, daughter of our beloved Bhlonh the Seventh and sister to the late Overlord. Her ladyship is nearing her thirtieth year of birth and is still without a suitor. Therefor I suggest a joining of Houses."

    In the thirty-second hour of the meeting, the fifteenth day of the Onhdhmoyohdhinh, summoned by his lordship Helth Bladescorn, son of Malghd Bladescorn, lord of the Holding of Ehg'pdhush, the lord provincial, speaking his lordship Saragh Silentstone, lord of Nharboh.
    "(...) Now let House Silentstone be the first of the higher Houses to step over its shadow. Therefor I hereby will vote in favor of joining the House Goldenlock and the House Silvertongue through the marriage of Glozhah Goldenlock and Zhilzh Silvertongue."
    -Interuption by his Lordship Hewnstone-
    "Does it not concern you that lady Glozhah is fourteen years older than lord Zhilzh? Lord Zhilzh is not even ready to rule as of yet."
    -Response from lord Silentstone-
    "I have had my doubts, yes, but we need to make a decision and this decision is the best according to me. We will have new blood at the Shard. Therefor I hope that with the voting I would like to hold this instant, a majority of the Onhdhmoyohdhinh will accept the proposal of lord Horsemaster by uniting the Houses Goldenlock and Silvertongue thusly."
    The voting is held and a majority is in favor of lord Horsemaster's proposal.
    Ho'vhdh Helth Bladescorn closes the Onhdhmoyohdhinh.
    "We have reached consensus! Bhlonh the Ninth will be removed from power as suggested by her ladyship Herder. In his place will be instated Zhilzh Silvertongue as the Overlord of Denezhdh with on his side her ladyship Glozhah Goldenlock as suggested by his lordship Horsemaster. House Goldenlock will become the ruling House of the Provincial Capital of the Golden Province, taking over the position from the House Silvertongue as suggested by Lord Hewnstone. So it has been decided. So it has been written. So shall it be."
