Can there be a "preemptive war" cassus belli? As in attacking another nation before they can attack you?
I'd put it in. But maybe with a warning that it may be considered a war of aggression (i.e. unjustified) by other factions if they don't think the other nation was going to attack you.
How can there be a compromise okmin? Either they're ruled by players or by NPC states, I dont really see how both can work. Unless players annex some territory of the NPCs which would wreck the rankings and make a lot more work. So how were you thinking that a compromise would work? I think that it should just be NPCs all the way through just because it makes things a lot easier, could allow new players to join part way through or for players to continue playing if their country is destroyed, etc. Thats my view of things anyway. Whats everyone else think? Maybe a vote should be called?
