Exploratory nanodrones were sent to collect data on the Protoss, specifically their biology and language. Like the Cylons, the Protoss communicate via telepathy. They do have a written language with which to communicate with foreigners. This was translated into Caprican which is the written language Cylons employ. The Ruling Council then voted on which Basestar and Cylons would be sent.

The Basestar Determinist was chosen for the diplomatic mission. She carriers her regular compliment of Raiders along with one of each of the humanoid models. Determinist warped space into a faster-than-light bubble and headed for Shakuras system. The journey was long and after all six models learned what they could about the
Protoss species, they started to throw parties (which usually ended in orgies) to prevent boredom.

When Determinist finally exited her warp-bubble near Shakuras, she sent a signal file in written Khalani:
    [swept beam, M1, trajectory @ n9.22.674.0083]
    xImperial Cylon Basestar, Determinist
    oProtoss call-signed ’’I’’
Greetings, fellow sentients. We come on behalf of the Cylon Empire to establish diplomatic relations with your people. May I approach your homeworld and may our representative be granted an audience by any of your representatives? We look forward toward your reply.

    (End signal file.)

The Basestar decelerated to a halt right outside of Shakuras system, revolving slowly to show off its numerous hangars and missile batteries; Basestars are vain like that.

EDIT: After more than a year of waiting, a signal is received by the Determinist… from home. It says:
    [tight beam, M2, trajectory @ n9.22.673.0104]
    xCytronia Orbital
    oICB, Determinist
A Protoss ambassador has arrived here and is negotiating with us. Apparently your mission was for nothing. Please return home immediately and do not nuke Protoss entities in anger. The Ruling Council will make it up to you for your lost time. Cheers!

    (End signal file.)

The Cylons were indeed miffed about this, and as they returned home they took a side trip to fire some nuclear fusion warheads at barren asteroids. It was a truly glorious display of power, but some nearby pirates wondered what the rocks ever did to the Empire.

The Cylon Basestar, Flexible Demeanour, arrives near Shakuras System. She sends a signal out to the Protoss while a Heavy Raider approaches the capital world, carrying an ambassador onboard.

    xImperial Cylon Basestar, Flexible Demeanour
    oProtoss Capital City, Talematros
En Taro Adun, Protoss race! We come on behalf of the Cylon Empire to discuss important matters with you. May our ambassador be granted an audience with your representative(s)?

    (End signal file.)

Welcome to our city, um you may want to use the transportation system to transfer yourself to the palace, as our capital is going through absolute of losing the last battle and getting our army wiped out.

But yes we are open to talk.

The Heavy Raider decelerates to an orbit around the capital world. It senses something is not right and after some scans of the surface it realizes there is a civil war raging on the surface. It sighs to itself, but it tells the Cylon ambassador to go ahead and teleport. A moment later in the Protoss palace there is a bright flash of light and then a beautiful creature stands before the Protoss representative.

She wears a simple bright red dress and brings out a small device as she saunters across the room. The Cylon introduces herself as Natalie and then hands to the device to the Protoss for it to activate. “We have detected a major threat in the galaxy,” Natalie says in a clear, confident voice.

    Data-file on Viruses

    Name of Faction: The Viruses
    Name of Capital: Tennetri [27;37]
    Faction Leader(s): The Alpha
    Species Type: artificial organic parasites
    Government Type: hive-mind
Economic System: trade of minerals, weapons, gas and whatever they raided from a conquered planet.
Official Language(s): they have none. Viruses communicate per telepathy, but can learn a species language via consuming a member of said species.
Official Religion(s): none. Viruses follow the Alpha's command.
Faction Colour: Black (red: 64, green: 64, blue: 64)
Faction Military: Viruses are divided in several types:
    -Trojans: shapeshifting spies and informants
-Stalkers: human-like viruses that are used as assassins, can turn invisible and are capable of giant leaps
-Hunters: the main soldiers, appear as bear-sized, dog-like abominations, very fast and are often mounted with organic cannons
-Crushers: the heavy infantry, six-armed, capable of telekinesis and kinetic energy manipulation, hard-hitting, fast and tough. Pretty much living tanks.
-Consumers: Not very smart, but incredibly huge and hungry, spit plasma and grow bigger the more they consume.
-Hydra: Tunnelers, Miners, giant living landmines. Used to undermine enemy shields, ambush and secure territories, spit acid-like slime.
-Dragons: The flyers, dragon-like in appearance, mounted with pyrokinetic weaponry and heavy artillery.
-Breeders: Breeding Units, can spawn an almost limitless amount of viruses
-Category X: Sentient cruisers and battleships of the Viruses, created through the fusion of technology and biokinesis.
Faction History: The Viruses hail from the planet Tennetri, one of the first by human colonized planets, mainly used for military experiments. One of such experiments had the goal of creating a new, purely for battle and destruction-intended lifeform. Sadly, they succeeded and the Alpha was born, which almost immediately consumed the scientists and gained intelligence, a personality and consciousness. It used its powers to create a gigantic army of others like itself, the Viruses. Soon, they destroyed the colony and assimilated the humans’ knowledge. With this, the Viruses fused their natural biokinetic powers with human technology and created the Category X-Viruses.
Now they seek to spread out over the entire Universe.
    Can they be trusted? NO

“Their mission is to destroy all life. And since we are alive and you are alive… these Viruses will surely attack us.” She brings a hand to the side of her face, looking coy.
“But maybe we all don’t have to face them alone,” Natalie says innocently. “The Cylons are willing to fight alongside you to defend your sectors against this encroaching foe. The Cylon Empire offers the Protoss Protectorate an Alliance Treaty.
What do you say to this proposal? Sound like a good deal?” she giggles. "You'll first have to stop killing each other."
