    Each Character begins the game with three points in the plebeian and patrician categories. Roman characters start with +3 legion points, barbarian characters start with +3 Foederati points.



    Plebeian Points:
    Your popularity with the people of Rome and the empire.

    Patrician/Nobility Points:
    Your popularity with the nobles and rich men of the empire

    Legionary points:
    Your popularity with the legions

    Foederati Points:
    You popularity with the barbarian soldiers of the empire.

    religious Points
    A priests chances to get elected to a high ranking position.

    Plebeian points and effects

    Each turn the plebs will demand something of the Emperor or their provincial governor, with rolls to be done in each province. These can either have a positive or negative effect on your points.

    1: The plebs demand tax cuts
    2: the plebs demand entertainment
    3: the provincials demand larger spaces to live in
    4: large groups of slaves demand freedom
    5: The plebs have overthrown the prefect of a city and looted it bare. It's up to you to stop them.
    6: Large groups of settled Foederati demand citizenship
    7: Plebeians have begun rioting across Italy, demanding a justice reform.
    8: the plebeians of an occupied province have overthrown the shackles of their masters and pledged their loyalty to Rome.
    9: The Plebs demand fairer punishments.
    10: Groups of devout Christians demand you round up the heathens in a province and get rid of them.
    11: Pagans and Christians have begun open war in a province, with temples and churches being burnt down.
    12: local thugs are on the loose in a province, causing havoc for the citizens.
    13: The plebeians are feeling patriotic. 5000 men volunteer for military service, free of upkeep.
    14: The Plebeians have begun rioting in a provincial capital, demanding tax exemptions.
    15: A rather independently minded city declares its autonomy from the empire.
    16: large amounts of trading cartels smuggling illicit goods have shown up in a certain province
    17: A plague has devastated a province, and they are in desperate need of basic supplies.
    18: Local Vigiles are struggling to keep the peace in a city as peaceful protests descend into looting and thuggery.
    19: A group of like minded individuals demand your immediate resignation/Abdication. You must listen to their demands
    20: Large amounts of thieves and assassin guilds have sprung up, which need to be dealt with properly.




    Men who win victories in battle defending the provinces or conquering new lands win the respect of the mob. Players may be granted up to +10 for each battle won.

    A Donation from personal fortune to the interests of the Plebs will result in earning an undisclosed number of populist point. The donation must be roleplayed in some aspect (such as the creation of a thread outlining a bread dole to the public, or by putting on a public execution, or housing some of them.). Both the amount of money donated and the quality of RP will determine how many points can be earned. (1-10 points)

    A player may also organise public executions once every year to win the support of the mob.


    Making speeches and spending money on entertainment in the city will provide popularity from the mob at moderator discretion. Building upgrades also earns points.

    Being appointed to an office is 2 points

    Holding the office of Dux for 10 consecutive years will add 10 populist points.

    What can I do with my points? Spend them.

    Bid for Power: 30 points (The Emperor outlawing you has no affect on your popularity. Your propaganda has convinced the mob that you have just as much a right to rule as the Emperor.)

    Friends in high places: 15 points (You win the support of a regional Magistrate, you may ask him to look the other way for any crimes you commit. - 4 chance you will be caught doing illicit actions)

    this is illegal you know...: costs 5 points (- 5 chance you will be caught running gladiator games)

    Friends in the Military: 3 points (You incur 10% less monetary cost when buying soldiers)

    Charismatic Leader: 4 points (Your legions will fight for a year without upkeep out of loyalty)

    Quite Popular: 3 points (25% chance of having any case brought against you dismissed)

    Renowned Orator: 3 points (Negates chances of dismissing a suit brought against a magistrate)

    Levy Master: 1 point will reduce the cost of levying a legion by 500 solidii per point (maximum of 5 points used per legion)

    Influence the Masses: 10 points, Incite the populace to violence in your favor. This may cause some devastation to the city (10%), 5% chance of death to political rivals, and may cause regional disruption. The mob can only be dispersed by force or by acquiescence.


    Patrician points and effects


    How points are gained or lost:


    Own 300 slaves: 2 points

    Own 500 slaves: 2 points

    Own a Vast Estate: 4 points

    Successfully prosecute or defend a case tried before the praetors: 4 points

    Be given an imperial honourific title: 3 points

    Address the Roman people promoting traditional Roman values: 1-5 points (only once per week)

    Be given the office of Dux : 5 points

    Be given the office of Magister Militum: 10 points

    Take part in religious activities in Rome (substantive RP required involving priesthoods, bishoprics, cults etc): 1-10 points


    How they are spent:

    Commission a building for -50% cost. Costs 5 points

    Levy a unit for half the cost. Costs 5 points

    Spread Propoganda amongst your provinces, causing some of them to be loyal to you should there be a rebellion. Costs 8 points.

    Convince a Magistrate to overlook any crimes you commit. +3 success chance to all illicit actions. Costs 5 points




    Legionary points and effects


    Legionary Loyalty Points refer to how influential your character is to the armies of the Empire. If your character amasses a wealth of these he may be able to sway loyalties, force march, or convince his troops to go without pay for a certain period of time. Legion loyalty points are not awarded to the emperor unless he is commanding the army due to assumed loyalty towards the Emperor. The main commander of the army shall receive full points and any subordinates shall get half.

    Performing certain actions will result in the awarding of legion points. These include:

    Paying for the upkeep of any legion: .5 points

    Raising a legion: 5 points

    Raising 500 Foederati using personal income : 1 point

    Leading a legion to victory in battle: 2 points

    Personal Combat in pitched battle: 2 points (10% chance of dying in battle)

    Capturing and extraditing an enemy leader to Rome: 1 point

    Reclaiming a lost legionary standard: 3 points

    destroying an enemy nation: 6 points

    Earning a cognomen : 5 points

    Losing a battle: -2 points

    Losing a legion: -7 points, -5 popularity with the people

    Booty Distribution (after the appropriate amount has been paid to the Emperor): 100% = 5 points, 75% = 3 points, 50% = 2 point, 25% = 1points

    Legion Loyalty points may then be used to perform any of the following tasks:


    Purchases:

    Forced march (Legions move twice as fast for a period of two days, able to cross four squares in the time of 2): -1 point

    Legion will forgo pay for one year: -4 points

    Imperator! (claim the loyalty of a legion, cannot be used to claim a private legion, only imperial): -15 points

    Onto the shields! (Declares your character emperor, can only be done when you are in command of an army)
    -40 points

    Assumed Loyalty

    Legions raised by the emperor will be assumed wholly loyal to the empire unless under the command of a general or unless a General makes a bid for their loyalty. Likewise, legions raised by a private citizen, Dux, or magister Militum will be assumed wholly loyal to that individual unless another General intervenes. Native Provincial legions will follow the Dux or Magister Militum of that province. Legions loaned to the emperor or by the emperor to an individual (excluding magistrates tasked with achieving a military objective) will still remain loyal to the original owners. In cases such as these it is suggested a contract be drawn up outlining terms and conditions. imperial legions under the command of a general will have a 50% chance of siding with their general at no point cost.



    Foederati points

    Foederati points refer to how influential you are with the barbaroi of the empire. Every turn they may demand something of the provincial governor or the emperor:

    1: The Foederati demand extra rations (1 point)
    2: the Foederati demand extra supplies (1 point)
    3: the Foederati demand extra pay (3 points)
    4: the Foederati demand land rewards (4 points)
    5: the Foederati demand roman citizenship (10 points, - 5 patrician points, - 3 populist points)
    6: The Foederati demand to be settled in a province (4 points)
    7: The Foederati wish to be properly armed by the state (3 points)
    8: The Foederati demand their religious practices be tolerated (3 points)

    How to earn Foederati points:

    Defeat a tribe, and demand they serve as Foederati : 3 points

    Raise 1000 Foederati: 1 point

    Settle 1000 Foederati : 2 points

    Win a battle: 3 points

    Arm the Foederati out of your own treasury : 3 points

    Personal combat in a battle: 5 points (10% chance of death)

    Capture an enemy leader: 2 points

    Losing a battle: -4 points

    Losing an army: - 7 points

    Purchases:

    War leader! : (the Foederati hail you as their leader, and demand that you force the Romans to give them the recognition they deserve! You can press demands for citizenship, wealth, or anything that takes your fancy.) -20 points


    loyalty:
    The Foederati are loyal to their self-appointed war leader, however, there are men among them who are loyal to the man who hired them. If there is a rebellion, a fraction of the Foederati will support their commander, with the rest supporting the man with the most Foederati points (out of the commander and the contractor)



    religious points

    These points are used by religious men to aid them in gaining a religious office. The points can be used to help them win these elections.




    How to Earn Points:

    Successfully denounce a character, which results them losing -2 to all points, without trait modifiers. : +4

    Complete an annual sermon (speech detailing good Christian virtues) : +3

    Complete a Theological study (basically some RP at the Theologian's guild) : +2

    Finance the building of a church: +4

    Finance the building of an abbey: +5

    Finance the building of a cathedral: +7

    Be elected the position of Bishop: +3

    be elected to the position of Archbishop: +5

    be elected to the position of Pontiff: +8

    Encourage the emperor or a provincial governor to repent their sins (Failiure to repent sins could result in a denouncing) : +5

    As the pontiff, excommunicate someone: +6

    convert a province to Christianity: +10

    Convert a noble to Christianity: +5

    How to spend your points:

    Denounce! (Denounce a character, if this is successful they will lose patrician and populist points and you will gain religious points. The higher your ranking, the higher chance of success) costs 2 points

    Excommunicate! (Only applicable to the pope. if this is successful, they can be killed by any man without penalty and suffer a -5 to all points) costs 10 points

    Important Voters (sway a group of important religious figures to vote for you in an election, grants 5 votes)
    Costs 20 points.

    religious soldiers (a group of 5000 men pledge allegiance to you. They will incur half the normal upkeep cost, and will be undoubtedly loyal to you) costs 2 points

    Propoganda (spread religious propaganda, can result in nobles of certain provinces converting to Christianity, or perhaps even the provinces themselves) costs 4 points
